Governors have three key roles;

  • Setting strategic direction
  • Ensuring accountability
  • Monitoring and evaluating school performance

All Governors are expected to demonstrate a high level of involvement and engagement within the Academy through regular attendance at meetings, events and through the use of ICT.


TCAT is a multi-academy trust (MAT) and its Board of Directors have overall control and are responsible for all TCAT Academies.

Our Local Governing Body

Andy Wilson


 Chair of Governors 

Andy has twenty years’ experience as a governor within the secondary sector and is currently Chair of an outstanding school in Wigan.  He is Chair of a Multi Academy Trust covering Primary, Secondary and an Alternative Provision Academy.  

He is passionate about the education of young people enabling them to reach their full potential within a supportive and aspirational environment.  He is a National Leader of Governance using his skills and experience to both support and provide challenge to other schools and academies on their own improvement journey.  His career started in the Gas industry as an engineer progressing through a number of roles to area service manager in South Manchester.

Following this he has held a range of positions within education starting as a Management Training Consultant, a Consultant on Enterprise Education for the DfE supporting Northwest Schools, a Director of an independent Training Company and in Contracts Management within the FE sector.

Misia Barclay


Principal, Padgate Academy

I feel privileged to have the post of Principal at Padgate Academy and to be able to be a part of shaping the future of education in our area in a time of significant and rapid change. 

I am optimistic about the future of the academy – as we have a very strong team with a wide range of skills and experiences who are all focused on the needs of every individual in our schools.

Since becoming a leader, my passion and motivation for learning has not changed. 

I still view myself as both a ‘teacher’ and a ‘learner’ as I have never stopped learning and want children and staff to be as enthused as I am about this exciting process. 

I believe very strongly in developing leadership at all levels and work closely with the Trust to strengthen and develop all our leaders.

Carole Owen


Vice Chair of Governors

Carole is an education consultant working with schools and academies across both the primary and secondary age ranges providing support and training for staff and governors. 

Previously, she was a secondary Headteacher and Local Leader of Education working in several local authorities. She is also an experienced Chair of Governors. 

She remains passionate about education for children and young people of all ages particularly those in greatest need.

In February 2019, Carole was delighted to join the Governing Body at Padgate as the school is committed to providing the very best opportunities for all its students so that they flourish and develop their potential. Inclusion is at the heart of the school ethos and she has welcomed the opportunity to contribute to the Padgate ‘team’ of staff and governors who are working hard to ensure the school’s success. 

Outside of education, Carole has a daughter with whom she shares a keen interest in horse riding. One thing she has learned the hard way is that when you fall off, you have to get back on!

Dr Iain Borthwick



Having graduated in chemistry, Iain has worked in, run and owned businesses in the manufacturing and industrial services sectors both here in the UK and abroad.


Iain lives in Padgate with his family, his younger son is a student at Padgate Academy, his elder son having progressed through Padgate Academy to Winstanley College then on to Heriot Watt University to study Chemical Engineering.


He has been a governor at the school since before it became an academy and is interested in ensuring that children of all abilities and backgrounds reach their potential. 


He is also keen to bring a business perspective to the academy both in how it runs and in what employers are looking for.


Outside work he loves food, music and fast cars.

John Monaghan



John has been a Governor at Priestley College for nearly 15 years and is currently a Vice Chair of the Governing Body, Chair of the Strategic Planning and Governance Committee and Vice Chair of the Finance and HR Committee.

In addition, John is a Trustee Director of TCAT and hold a similar role at St Rocco’s Hospice.

Although now retired, John's main periods of employment were in senior HR and Customer Service roles with United Utilities and subsequently with The Princes Trust.

Andy Moorcroft



Andrew Moorcroft is the Executive Principal at Beamont Collegiate Academy and has an additional role as director of Quality and Standards across all academies within The Challenge Academy Trust (TCAT). 

As Executive Principal, his role is support, challenge and direct the Principal, the senior leadership team and the staff at BCA and to ensure the academy continues moving forward on a positive trajectory.  Mr Moorcroft also spends some of his time supporting other principals and leadership teams within TCAT. 

As Director of Quality and Standards, his role is to hold academies to account for their performance and to ensure a strong framework of accountability is in place. 

To compliment this work, Mr Moorcroft coordinates a strong and growing network of support and collaboration across the organisation. In short his key objective is to maximise the strength we have in unity and ensure standards continue to rise across the trust.

Mr Moorcroft was the Principal at Beamont Collegiate Academy (BCA) from 2013 until December 2018.  BCA was one of the founder members of TCAT which is now the biggest multi-academy trust in Warrington. 

Gail Porter



Gail has lived in the Warrington area for 30 the last years. 

Until recently, she worked as a Finance and Site Manager for the Analytical Instruments division of General Electric.

In her earlier career, she worked within the NHS as a Senior Radiographer / Sonographer.  

Gail is a member of Beamont Collegiate Academy’s Governing Body and has a particular interest in attainment and achievement and pupil premium.

Stephen Lears



Stephen is currently IT Manager at Padgate Academy.

He has worked within the fields of IT, Business and Commercial Management for almost 20 years. 

He brings a wealth of commercial experience, having previously run a small consultancy firm prior to joining the Academy.

Stephen joined the Governing Body in February 2019 and he hopes that his knowledge and experience can contribute to the Academy's success.

Outside of the Academy, Stephen is married, with four children and has a keen interest in fitness, history, science and technology.

Jennifer Grant


Parent Governor

Jennifer has three children, two of which attend Padgate Academy and has worked as a chef in a day-care nursery for 9 years. 

Jennifer volunteers as a secretary at her daughters Scout group and assists with fundraising on a regular basis.

She is passionate about making a difference for the children's futures and supporting parents with any issues or concerns they may have.  She really wants to make a difference to the school and all those involved and looks forward to getting to know both parents and staff.

In her spare time, she enjoys spending time with her family and running as she is hoping to one day take part in the London Marathon.  

Jennifer describes herself as friendly and approachable and very much looks forward to getting started in her role as Parent Governor.
